Saskatchewan nominates more immigrants per capita than almost any other Canadian province, and in 2026 the Saskatchewan Immigrant Nominee Program (SINP) remains one of the most accessible routes to permanent residence for newcomers. With cut-off scores historically lower than federal Express Entry, and categories that do not always require a job offer, the SINP deserves serious attention from anyone planning to immigrate. It also offers concrete advantages: a lower cost of living, a strong labour market in agriculture, technology and healthcare, and clear rules.

What is the Saskatchewan Immigrant Nominee Program (SINP)?

The SINP lets Saskatchewan select immigrants based on its own economic and demographic needs. When you receive a provincial nomination, you gain 600 extra points in the Express Entry Comprehensive Ranking System (CRS), which practically guarantees an Invitation to Apply (ITA) for permanent residence. The program runs through the SINP online portal, separately from but complementary to federal Express Entry, so you can apply on your own or link your application to Express Entry to speed things up.

SINP categories in 2026: which one is yours?

The SINP has two main streams for skilled workers: International Skilled Worker (ISW), for people outside Canada or outside Saskatchewan, and Saskatchewan Experience (SE), for those already living and working in the province.

  • ISW – Employment Offer: needs a valid, SINP-approved job offer in a TEER 0, 1, 2 or 3 occupation.
  • ISW – Occupation In-Demand: no job offer; your occupation must be on the current In-Demand Occupation List.
  • ISW – Express Entry: no job offer; you must have an active federal Express Entry profile.
  • SE – Skilled Worker, Students, Health Professionals: for people already working in Saskatchewan, usually after at least 6 months with their employer.

For newcomers still abroad with no Canadian contacts, ISW Occupation In-Demand and ISW Express Entry are the strongest options, precisely because neither requires a job offer.

Minimum points and how applicants typically score

The SINP uses its own Points Assessment Grid, out of 100 points and different from the federal CRS. The minimum for the ISW Occupation In-Demand and ISW Express Entry streams is 60 points, awarded across education, work experience, language, age and connection to Saskatchewan. A typical profile – around 30, a bachelor’s degree, five years of experience and IELTS at CLB 7 – lands near 61, just above the cut-off. It is tight, which is why a strong language test matters: CLB 7 to CLB 8 can be the few points that decide your case.

The application process, step by step

  1. Preparation (2-6 months): take IELTS General Training or CELPIP (aim for CLB 8+), get your Educational Credential Assessment through WES, IQAS or another designated body, check the In-Demand list, and gather documents.
  2. Create your SINP profile (1-2 weeks): register on SINP Online Services and, for the Express Entry stream, indicate interest in Saskatchewan from your federal profile.
  3. Submit your Expression of Interest: Saskatchewan runs periodic draws and invites the highest-scoring candidates; recent cut-offs sat around 60-69 points.
  4. Full application (60 days after the ITA): submit documents and pay the fee. Nomination takes roughly 3-4 months, then the federal stage about 6 months via Express Entry or 15-19 months via paper-based.

Total estimated timeline: about 12-22 months via Express Entry, or 21-35 months via paper-based.

Costs of the Saskatchewan PNP in 2026

The main costs per principal applicant, in CAD, include the IELTS (around $319), the ECA through WES (about $220), certified translations ($200-$500), the SINP processing fee ($350), the IRCC permanent residence fee ($850 per adult) plus the Right of Permanent Residence Fee ($515 per adult), the medical exam ($200-$450), a police certificate ($50-$100) and biometrics ($85 per person). That totals roughly $2,789-$3,389 CAD for one adult or $4,639-$5,839 CAD for a couple. Separately, you must show settlement funds (per the IRCC LICO table): about $14,690 CAD for one person, $18,288 for two, $22,483 for three – proven but not spent. Note: immigration requirements, including visitor visas and eTAs, vary by nationality – check your eligibility before you move.

Is the SINP worth it, and life in the province

The SINP makes the most sense when your federal CRS is below 500, when you have no job offer, or when a lower cost of living matters; it is less ideal if your CRS is above 520 or you want a major metro. Regina and Saskatoon are the main centres, with solid infrastructure, universities, hospitals and a growing immigrant community. A one-bedroom apartment runs about $1,100-$1,400 CAD per month, far less than Toronto or Vancouver, and the province has one of Canada’s lowest unemployment rates – helpful for a partner on an Open Work Permit. Winters are harsh (-30C to -40C wind chills from December to February), but homes are well heated and summers reach 25-30C. Confirm any pet policy before signing a lease, and never send money for housing sight unseen, since rental scams are a real risk for new arrivals.
